To the 3rd Circuit, the compact did not amount to federal law such that the doctrine of Ex parte Young , which allows federal courts to enjoin state officials from taking actions that allegedly violate federal law, did not apply. The Supreme Court denied certiorari in Waterfront Commission of New York Harbor v. Oakland Raiders.
