The licensee had pled guilty to five crimes, consisting of one felony (criminal use of a communications facility) and four related misdemeanors, but received probation instead of a prison sentence. For similar reasons, the Bureau also proposed to fine an Oregon LPTV station $1,500 for failing to file a timely license renewal application.
