From about the 1600s, they had a gigantic Criminal Code where everything was a felony and every felony was punishable by death. In Alaska, after the prosecutor’s office instituted the plea bargaining ban in 1975, they went from roughly 4 percent of all the cases being screened out by that office to 44 percent basically overnight.
