Voters approved recreational marijuana in Maryland and Missouri while Arkansas and North Dakota voters rejected legalization proposals, reports Andrew DeMedillo for the Associated Press. Maryland will also make changes in criminal law and create automatic expungements of past marijuana possession convictions.
