The district court initially held that all the claims were barred by the FSIA, but the Eighth Circuit reversed on the hoarding claim. The FSIA governs the immunity of foreign states and their agencies and instrumentalities from suit in federal and state courts, as well as the immunity of their properties from execution to satisfy judgments.
