In an upcoming special legislative session, Maryland lawmakers will consider whether or not they should decriminalize needles, syringes and other supplies used by people who use drugs, reports the Baltimore Sun. Possession of drug paraphernalia is a misdemeanor punishable by up to four years in prison and a fine of up to $25,000.
